23h30. Le régime syrien réplique. Les "preuves" avancées par les Etats-Unis sur une une attaque chimique sont "des mensonges", a déclaré le ministère syrien des Affaires étrangères. Ce dernier ajoute qu'il ne s'agit "rien de plus que d'anciennes histoires diffusées par les terroristes".

20h 30. Barack Obama affirme que "le monde ne peut pas accepter que des femmes et des enfants soient gazés". Le Président américain confie toutefois n'avoir pas encore pris de "décision finale". Il déclare réfléchir à une action militaire "limitée" contre le régime syrien. "L'attaque chimique en Syrie est un défi au monde, et elle menace les alliés des États-Unis tels qu'Israël et la Jordanie. Elle menace aussi la sécurité nationale des États-Unis", poursuit-il. Le chef d'Etat critique également "l'impuissance" du Conseil de sécurité de l'ONU." Le président américain indique qu'il aurait préféré une action de la communauté internationale contre le régime de Bachar al-Assad.

Le rapport du renseignement américain précise par ailleurs que "le régime syrien a fait usage d'armes chimiques à petite échelle contre l'opposition à de nombreuses reprises au cours de l'année écoulée". "Nous affirmons que l'opposition n'a pas utilisé d'armes chimiques", indique également le rapport. 

19 h 31. L'entourage de François Hollande fait savoir que le président Hollande et le président Obama - qui se sont entretenus au téléphone vendredi - ont "la certitude" de "la responsabilité indubitable du régime" dans l'attaque chimique du 21 août dernier. "François Hollande a rappelé la grande détermination de la France à réagir et à ne pas laisser ces crimes impunis et a senti la même détermination du côté d'Obama", a-t-on ajouté de même source.

19 h 25. "Le peuple américain est fatigué de la guerre, mais être fatigué ne nous dispense pas de nos responsabilités", déclare John Kerry. "L'histoire nous jugera tous très durement si nous détournons nos yeux de l'usage d'armes chimiques", ajoute-t-il. Le secrétaire d'État qualifie l'attaque du 21 août de "crime contre l'humanité". "Nous devons nous demander quel est le risque si on ne fait rien." Les États-Unis "prendront leur propre décision, sur leur propre calendrier", poursuit-il.

19 h 19. John Kerry annonce une attaque "ciblée" des États-Unis en Syrie, sans troupes au sol.

19 h 16. La France, la Ligue arabe et l'Australie sont les alliées d'une possible action en Syrie, continue John Kerry.

19 h 8. Les États-Unis jugent "hautement improbable" que les rebelles aient commis l'attaque, et ont une "forte certitude" sur l'usage de gaz neurotoxique par Damas. Washington dit s'appuyer sur de "multiples" sources. Le renseignement américain explique notamment avoir intercepté une conversation téléphonique d'un cadre du régime syrien qui reconnaît que l'attaque chimique du 21 août est bien du fait du régime, et qui s'inquiète des preuves que pourraient recueillir les inspecteurs de l'ONU.

19 h 5. Selon le renseignement américain (cliquez ici pour lire le rapport américain), l'attaque chimique du 21 août contre la banlieue de Damas a fait 1 429 morts, dont 426 enfants.

19 h 4. Le secrétaire d'État américain John Kerry s'engage à ce que les États-Unis ne "répètent" pas l'expérience de la guerre en Irak s'ils devaient agir militairement contre la Syrie.

Les experts de l'ONU ont terminé leur travail en Syrie et vont désormais "rapidement" faire un rapport sur l'usage éventuel d'armes chimiques dans le conflit syrien, déclare le porte-parole des Nations unies, Martin Nesirky. "L'équipe a terminé de récolter des échantillons et des éléments." "Ils préparent maintenant leur départ et quitteront Damas, puis la Syrie" samedi.

17 h 9. Le régime de Damas prévient d'emblée qu'il rejette tout "rapport partiel" de l'ONU. Le gouvernement syrien exige que les inspecteurs de l'ONU enquêtent également "dans les endroits où les soldats syriens ont été exposés à des gaz toxiques".

Cambodia: sliding toward a 'jasmine spring'?

Tanks and Sam Rainsy arrived in Cambodia last week. Rainsy arrived from the US, where he was attending his daughter's wedding and also drumming up support for his Cambodian National Rescue Party's (CNRP) call for an independent review of Cambodia's recent elections. Where the tanks arrived from, no one seems to want to say.

Rainsy has long been campaigning against Prime Minister Hun Sen, the longest-sitting leader in Southeast Asia. In public, Hun Sen has railed against the immorality vices such as alcohol and prostitution, and he deliberately carries himself in a manner evocative of a Khmer king. However, much of his political base is made up of the "Lexus-owning class" of Cambodian society: extremely rich elites who have made their fortunes on alcohol, prostitution and other forms of exploitation.

He has important foreign support as well. China, unbeknownst to many in the West, has been gradually and seriously arming Hun Sen's Cambodia. China has openly given and sold trucks, helicopters and even uniforms to Cambodia, while some tanks and armoured personnel carriers have arrived, via Eastern Europe, from murkier sources. (Through the fog of government evasion, we are meant to think that the personnel carriers are the Ukrainian BMP-1 - but they more closely resemble the nearly identical Chinese WZ-501.) Are these armaments purposed for defence of the frontier or for internal security? 

It is no secret that the US is courting countries like the Philippines and Vietnam to establish a bulwark against China's regional hegemony. China, meanwhile, has been successful in using Cambodia to splinter ASEAN unity over the South China Seas issue. China's South China Sea objectives are the key to understanding the developments inside Cambodia. Last year, for the first time in its 45-year history, ASEAN failed to put forward a joint communique. This prevented the issuing of a Code of Conduct, a necessary first step in joint negotiations with China over the South China Sea issues. China would much rather settle this matter through a string of bilateral negotiations rather than negotiate with a unified Asean. Cambodia has no claim of its own in the South China Sea, and so Beijing has done much to court Hun Sen.

The CNRP won a spectacular 55 of 123 National Assembly seats in this year's election, at least. They claim to have won as many as 63, but the elections appear to have been rigged, and a fair recount is being hindered by the ruling Cambodia People's Party (CPP). Meanwhile, Hun Sen has been deploying his new armaments post-election around the major cities to quell possible opposition demonstrations. Opposition supporters and politicians have been bullied, beat up and marginalised to the point where Cambodia is a powder keg. These armaments could ensure that Hun Sen remains in power, in a Mugabe-esque disregard for democratic process. This is both a reward to Hun Sen for his loyalty to China, and a way of ensuring that the Chinese have in Cambodia a leader they know how to work with. 

But there is also an important regional dimension: many of the personnel carriers to have arrived recently are tracked vehicles. In the muddy terrain of Cambodia, wheeled vehicles have always fared poorly, and the military have avoided them since the days of the Khmer Empire. Tracked vehicles in Cambodia are conceivably a threat to neighbours such as Thailand in a way that wheeled vehicles are not. And the current Thai government, goaded by its domestic political opposition, could be lured into an arms race with Cambodia. This would further splinter ASEAN and play into China's hand.

The US has suspended military cooperation and training exercises, and Australia has done the same in a show of support for Cambodia's opposition. The biggest danger to China's plans now, and the best hope for a unified Asean, is the growing opposition movement within Cambodia. We may be on the verge of a "Jasmine Spring", in which the people of Cambodia demand an end to the crony capitalism and heavy-handed governance that has been stifling economic growth for decades.

We might also be on the verge of another bloody chapter in Cambodia's history. In a nation where young people increasingly do not know what the Khmer Rouge did, where labour unrest and land seizures are increasingly common, and where wages have remained stagnant, trouble is brewing. Will the ruling party accept a verifiable recount, a growing opposition, and a possible turnout from office in the next election? Or, does a country with such a violent and genocidal history turn into another Egypt, Zimbabwe or Iraq? For a country we have come to love and admire, we hope for the former.

L'opposition se défend d'une volonté insurrectionnelle.



Toutes les informations et signes envoyés par l'opposition indique une orientation pacifique . L'actualité  politique du jour est marquée par le déni des informations fournies aux ambassades.

Sam Rainsy a annoncé publiquement l'intention de l'opposition de mener une campagne de désobéissance civile en conformité avec les manifestations pacifiques organisées par le leader charismatique du nationalisme indien Mahatma Gandhi. Dans d'autres discours, il a fait référence à Nelson Mandela.

Hier, dans une vidéo proposée à la lecture sur Facebook présentant un interview donné à RFI, Sam Rainsy semblait souhaiter une nouvelle réunion avec les représentants du CPP et du conseil constitutionnel et évoquait la possibilité de l'annulation des grandes manifestations du 7 septembre. Ce fait présenté comme une inflexion du discours n'est pas tout à fait nouveau, car deux réunions qui n'ont débouchées sur rien ont déjà eu lieu dans la période récente, et que la manifestation du 7 a toujours été présentée comme l'ultime recours.

De son côté le gouverneur de Phnom Penh a déclaré que le CNRP n'avait pas tenu ses engagements, lors de la dernière manifestation du park de la démocratie, en référence à la foule qui s'était rendue au meeting. Le CNRP aurait souhaité que l'accent soit mis sur l'absence d'incident notoire malgré la présence d'une foule évaluée à minima à 15 000 personnes.

Le combat qui oppose les deux partis , la légitimité, semble par nature induire un blocage de la situation. Il est à noter que chacun des partis représentent  environ un quart de la population du Cambodge si l'on considère que la moitié de la population ne s'est pas rendue aux urnes.
